Does the Vice President of the USA have the power to determine which electoral college votes should be counted?

The 3rd hearing of the 6th January committee revealed that Professor John Eastman, a lawyer working for the Trump Campaign was seeking to pressure Vice President Mike Pence into rejecting some of the certified votes from states. If Pence had done so it may have changed the results of the 2020 Presidential election.

Eastman proposed a number of theories, all of which were rejected by Pence. The former VP could not be persuaded that Eastman’s proposals were legal and constitutional.

What do you think of the idea that the Vice President can overturn the results of a presidential election according to the theories proposed by Professor Eastman? Who was right, Pence or Eastman?
