Gunman who killed four in Tulsa hospital rampage legally bought assault rifle HOURS before shooting

Tulsa police said Michael Louis, 45, was determined to kill St. Francis Hospital surgeon Dr. Preston Phillips, who had performed back surgery on him weeks ago.
