2020 is a census year, which means that we will soon have a revised congressional map. Since congressional map-drawing is such a contentious and politicized issue, I was wondering what you thought the best method for district drawing would be (either in your states, or in states more generally).
Generally, should the process be de-politicized (as much as possible)?
Who should draw the map? Politicians? Committees? Non-partisan outside groups?
What criteria make up a “good” district? Should it be compact? Uniform? Regular in shape? Representative of a particular community? Ensuring an ideological balance?
What do you make of methods like the shortest split-line method?
